David S. Campbell currently serves as Chief Executive Officer of Mesa Del Sol, LLC, a master planned commercial, industrial, and residential community in Albuquerque, NM. He is a 35-year member of the NM State Bar, practicing municipal and real estate law, in the private and public sectors. Government roles have included serving as Albuquerque City Attorney, Planning Director, and CAO/City Manager. Campbell retired from the U.S. Department of State as a diplomat, having served in Africa and South America, in addition to service as a U.S. Peace Corps volunteer in Africa. 2019-2020: CITY MANAGER, CITY OF RIO RANCHO, NM: Chief Executive Officer of municipal government in city of 100,000+ population, fastest-growing city in New Mexico. Responsible for all administration and management of 600+ employees, $80+ million budget, including public safety (police, fire, emergency management), public works, transportation, water and sewer utility, cultural and senior affairs, parks and recreation services, records and elections, finance and budget, legal services, information technology, economic development, city planning, and intergovernmental affairs. Reported directly to Mayor and Governing Body.
2018-2019: PLANNING DEPARTMENT DIRECTOR, CITY OF ALBUQUERQUE. Responsible for day-to-day operations and management of city Planning Department including administration of $17 million annual budget, 170 employees, zoning and building code inspections and enforcement, long and short-range planning, all municipal real estate holdings and transactions, metropolitan redevelopment, city engineering and transportation development, and historic preservation. Reported directly to Mayor and CAO/COO.
2011-2017: DIPLOMAT, U.S. DEPARTMENT OF STATE. Served as East Africa Affairs Desk Officer at U.S. Department of State in Washington, DC. Previously served as Vice Consul at U.S. Consulate General in Guayaquil, Ecuador, responsible for managing all U.S. immigrant visa operations for the United States in Ecuador. Also served as Political Officer for U.S. Embassy in Mauritius and Seychelles, coordinating U.S. response to maritime piracy in Indian Ocean. Fluent in French and Spanish.
2009-2011: CHIEF ADMINISTRATIVE OFFICER/CITY MANAGER, CITY OF ALBUQUERQUE, NM. Responsible for day-to-day operations of 6,000 employee Albuquerque city government, reporting to the Mayor and City Council. Duties included formulation of the annual operating budget for general fund and enterprise functions of nearly $1 billion; overall responsibility for maintenance of the internal service departments including Human Resources, Legal, Finance, Risk Management, Fleet Management, Information Systems and Accounting. Public service departments included Transit, Parks and Recreation, Planning, Environmental Health, Solid Waste, Cultural Services, Fire, and Police. Served as member of the Water Utility Board, Council of Governments, and ad hoc task forces.

Responsibility for representation of City before all Courts and other tribunals; responsible for legal risk assessment and minimization. Managed outside litigation counsel. Overall responsibility for records maintenance and conduct of all Albuquerque municipal elections.
